Medicare Information System Analysis and Design of City A is one of important parts of city A's Gold Insurance Engineering , covered nine districts and service three million people. This system is used to the whole process handling for city A's medicare operation and relevant work like report forms making and so on. The main functions of the system include enterprise information management, personal information management, funds collection and management, financial process, treatment management, report forms management, information query, reporting data to superior, sharing information with other departments and related organizations, coordinating works with appointed medicare organizations and insurance companies. This article introduces and analyses the function of the system and soft-hardware flat framework .it simply describes the interface with other systems and related flat building technique.
