On Access Right:Also Concerning the Defects of Classification of Property Right of Copyright and Its Overcoming

After the rise of the internet and protection of technological measures,access right,once a human right that make governmental information available to the public,has become a kind of private right which enables the copyright own- er to control digital access to copyright works.While the exploitation of works shifts from having copies to directly experien- cing the content of the work,the author's ability to control access becomes crucial.Access right breakthroughs limit to the traditional copyright which was structured in eighteen and nineteen centuries,and its justification was based on adopting to the new copying technologies,so access right can be seen as a reasonable design responding to the development of technolo- gy.
