The project item risk assessment is an important link in the project item risk management,and suffered the special high opinion.The improved Hard C-Means algorithm which is often used is put forward in this paper by concatenating the output vector to the input vector to gain a augmented vector.The living example indicates that the improved Hard C-Means algorithm may gain better assessment result,and the assessment tool value of radial basis function network is promoted.
