Starting from practice of people defence construction and according to features of air-raid shelter, it builds up evaluative system of air-raid grades and gets evaluation model. It fixes ratio of each factor by selecting dependent function using. It evaluates air-raid shelter grades in city finally by using ambiguous mathematic method.
