This paper describes the design and implement of the CSMIS.The system is based on C/S and B/S model.The C/S model is used in every agency to ensure data transmission conveniently,securely and more efficiently.The B/S model is used for information exchange,so that it can make the best of INTERNET and decrease the cost of the system.Thereby the data would be realized the dynamic of browse in accordance with different conditions.
