An Analysis of the Risk of the Grassroots Management Under the System of Project

The grassroots management under the system of projects follow theproject developmentlogic.It invests capital in the way of special project or projects and it executes classification management operation mode.But the system of projects brings some risks: the bipolar differentiation of village,devouring the grassroots autonomy,the village facing the debt risk and township government in suspension.Therefore,we need to constantly reflect on relationships between the township government and farmers,all levels of governments,the technical rationality and the people-oriented,project publicity and project operating and exploring the path of improving projects to reduce the risks of grassroots governance.
