Research on Peer Review System for the National Science Foundation Based on Two-dimensional Semantics Evidence Reasoning

The science foundation plays an important role in the national innovation system.It is important that research the core of foundation management-expert review system.The complexity of decision-making has a high degree of correlation with decision-making structure,the completeness of information and decision-making behaviors.Evidence theory provides a knowledge-based decision-making method.However,one-dimensional frame of discernment which is built by the classical evidence theory didn't reflect the characteristic information of decision-making process.This paper proposed two-dimensional evidence reasoning theory,built the second-dimensional frame of discernment to reflect the knowledge and behavior characteristics of decision-makers.Studied the expert appraisal system of science foundation to make full use of information and improve the decision-making quality.
