A Low Bit Rate Speech Coding Applied to Phonetic Communications in Satellite Maritime Tracking & Controlling

Song Chen, Jianling Hu · Telecommunication Engineering · 2004

This paper focuses on how to solve the problem of safeguarding the phonetic communications between the astronaut and the command headquarters in case of emergency in the space mission performed by measure-ship. In order to realize low bit rate speech coding, Mixed Excitation Linear Prediction (MELP) vocoder, a new speech encoding apparatus,is applied to phonetic communications in measure-ship, especially to the amalgamation between the new technique and the former systerm.
