Information construction has become the key to the modernaization of business and trade. However, various psychological barriers and outmoded notions in the anstruction of business trade information system utterly limits its progress. This paper accordingly puts forward a scientific and rational proposal in four apects including hardware, enviroment, software development, information resources, etc.
