Consultation mechanism framework of inter-regional water resources management in China

The dual properties of water resources and its public administrationdominant management system lead to some difficulties in inter-regional water resources management.Based on systemization of water resources and the attribute as quasi-public products as well as the well-developed water resources management modes from abroad,it is proposed that a multi-agent consultation mechanism for inter-regional water resources management should be established to reflect the interests of each parts involved.Furthermore,a framework of consultation mechanism for inter-regional water resources management was worked out from the angles of the composition of different parts,the operational environment,the management mode,the operational framework,etc.
