According to the engineering experiences and requirement of PPL constituation for big Project, This paper provide the general modeling of the organization form of PPL constituation framework and workflow, with this model educe then automation part of PPL and it also provide a base for the design of PPL constituation system. To meet the unification of business model and software system model, all the models are described with the unified model language (UML).
