Cognizance and demand,funds,human resource and construction space are the main constraint factors for Information Commons construction in university library of China.University libraries should suit to local conditions,frame a feasible plan,build step by step,establish the performance evaluation system to construct(IC) that can virtuously cycle and adapt to the users.
