Transmission of realtime stream medium has high bandwidth,low delay and low loss requirements,and it often causes network congestion.The paper studies the QoS control measure of realtime video streaming based on Internet,it also discusses the network congestion control method based on rate,and gives a kind of rate adaptive encoding algorithm.Applying these controlling technology,the QoS supporting of router and network does not required.
