Relative upper bounds of perturbation for eigenvalues of arbitrary matrices

The paper introduces the concept of the degree of deviation from normality,and by using the decomposition of matrix,it obtains the relative upper bounds of perturbation for eigenvalues of arbitrary matrices.The result extends Wielandl-Hoffman theorem.
