The Problem about Sylvester and Frobenius Equality of the Rank

By using the linear transformation of linear space,this paper discusses the conditions by which the equal signs come into existence in Sylvester and Frobenius inequalities.Subsequently,the conditions are extended to the matrix polynomial,and a kind of universal rank identities is constructed.
