In order to adapt to the environment in which the number of idle bands and secondary users were dynamic change, and improve overall system performance(mainly the systematic bandwidth gain and access fairness),the objective function of Maximize-System-Performance was constructed in the process of the spectrum allocation in cognitive radio networks.A new algorithm was proposed which could adapt switch spectrum allocation rules between the Collaborative-Max-Sum-Bandwidth(CMSB) rule the Collaborative-Max-Proportional-Fair(CMPF) rule, with its implementation steps given.Simulation shows that the algorithm can get better fairness performance while guaranteeing the system sum-bandwidth value, and can improve the overall system performance.
