Study on Scalability Techniques for MPEG-4 Video Coding

This paper analyzes fundamental theory of MPEG 4 scalable video coding, and discusses how to realize the algorithm of Temporal and Spatial Scalability. On this basis, a novel architecture is proposed for Fine Granularity scalable video coding over the Internet, and its combination with error robustness.
