Uncertainty and risk are the foundation of firm, market and contract, which provide investors systematic selection o risk shared. Capital market takes functions of risk shared by deceasing business cost, offering proportioned assets, passing signal and hedging. Based on the analysis of capital market function's deficits, the paper put forward the suggestion of completing capital market.
