Consideration about Bidding Agent Behavior Standardization

There are many problems existing in bidding agent, such as the ambiguity of status of law, unjustifiable charges and commercial bribe, so it is nessary to analyse and standard the behavior of bidding agent. This paper makes a study on the bidding agent based on the research of supervision mode of bidding agent of some district in Shanghai.
