Systematic error estimation is an important process for data fusion and target tracking in radar networking system, and observability is the key factor which determines the estimation accuracy. In general, it is difficult to define the observability quantitatively which results in the difficulty in measuring the performance directly. So, an indirect observability evaluation method is proposed in this paper, and the estimation effect can be determined according to the evaluation result. Then focusing on systematic error estimation in low observability condition a modified EKF algorithm is presented which can improve the estimation accuracy. The simulation result shows that the proposed method can evaluate the observability of the system efficiently and the new algorithm has higher estimation accuracy than the old method under low observability condition.
