A Rate Control Algorithm of MPEG-2 Video Streams Splicing

This paper investigates the problems of MPEG-2 video streams seamless splicing. Through the adjustment of the vbv_delay to confirmthe target bits of the splicing section, and with the coding complexity changed for the frame conversion, it proposes an efficient rate control strategy.Experiment shows the algorithm can prevent buffer underflow and overflow, and can achieve good visual performance.
