The expressway emergency rescue capabilities from the emergency monitoring capability,emergency response capabilities,decision-making and emergency rescue capabilities,the daily management are established.The cloud theory combined with the matter-element method,the comprehensive evaluation model is established.The example indicated that this method can carry out a more accurate appraisal for the emergency rescue capabilities.
