Shanghai municipal flood control video consultation operational system is an important component of nonstructural measures of flood control.Because of insufficient distribution of information collected points,and according to urgent needs of extending information system at town and township level,and with consideration on reality of flood control information system construction of each district,county,town and township,the thesis puts forward construction scheme for flood control video consultation system for three-class use.The system should effectively improve management and application of flood control information and working efficiency for flood control.
