Network society exist some dilemmas such as the incomplete internal management mechanism, deficient subjectivity, and insufficient credibility. In the government, the regulatory measures are not in place, and the relevant laws and regulations are not enough. These problems restrict the healthy development of the network, and influence the social harmony and stability. Thus the government and the internet society should cooperate, and solve the problems together, should strengthen itself construction, improve the credibility; and the government should change the idea, build the scientific supervision system, improve the governance mechanisms, and promote the network and society to develop healthily and orderly.
