A Reflection of Implementation of Land and Resources E-governance at Grass-roots Level

This paper analyzes difficult problems in the implementation of E-governance in land and resources department at grass-roots level,such as improper role positions of electronic and affairs, application mode of GIS to land and resources E-government, enlargement of application model, rare communication of information, security of information, and training of staff members. Based on the analysis,the paper proposes countermeasures and suggestions for the implementation of land and resources E-governance,attaching importance to the government process reengineering,development of office-GIS, strengthening of information security system, intensification of the exploitation of application, and establishment of learning government.
