Military knowledge acquisition and inter-operation among different applications are difficult problems in developing military simulation systems. The coherent comprehension between technical experts and military experts and between machine and machine stands behind the two big problems.Ontology is the model about the essence of things, and it has been widely applied in many aspects, such as knowledge classification, representation, sharing and reusing, etc.Firstly, the concept of ontology is analyzed and a set of general principles and steps of ontology development are presented firstly. This is followed by detailed analysis of all knowledge elements involved in military domain, including combat units and relationships between them, combat actions, engagement rules, equipments, operation plans, etc. Then the representation structures of the knowledge elements are described one by one. Finally ontology checking is briefly discussed. The standard military knowledge representation structures can be used as a common reference for the communication between technical experts and military experts and as a language to facilitate the communication between machines. It can eliminate the disagreement on comprehension of the same things and help to develop the military simulation system.
