Conception of promoting modernization of Yangtze River Basin management by water conservancy informatization

With the fast economic development in the Yangtze River Basin,severe problems are encountered such as drought and flood disaster,un- balanced water consumption and supply,water pollution and soil and water loss,for solving these problems,it is necessary to improve the river basin management by promoting water conservancy informatization. Through illustrating the requirements of comprehensiveness and timeliness of basin management,we analyze the current status and main problems in the water conservancy informatization. From the view of informatization top- level design,we put forward several concepts such as constructing a monitoring network covering the whole basin,establishing a basin data center,developing application support platform and some key business applications. The above measures could provide informatization guarantee for further implementing the management concepts of basin and region combined administration,improving service and management level as well as establishing a good public image of basin administrative agency.
