When setting up mobile communication network, NMIN is the channel where the network management system set parameters and control state of equipment of each node. In the NMIN established based on ATM VC and IP Router, a survivable network is set up that sets no limit to node connection interface. Both the survivability of the network and the adaptability of communication are improved. The method may be applied in project.
