Now,the VoIP technology already cannot satisfy service high definition voice quality and safety in wideband speech,this paper makes a preliminary exploration and study.Based on the existing theory of compressed sensing ,a new sparse domain is proposed ,the frame of that put the technique of compression sensing applied to speech signal compression is constructed.
