Network Centric Operation System (NCOS) is one of the important operation systems for the Information-Age, its effectiveness assessment (NCOSEA) is one of the basic researches on NCOS and is an important way to solve the problems on system debates, measures of performance and effectiveness, economic plans for developing NCOS. This paper discusses the basic concepts of NCOSEA; analyses several assessment methods; Finally, introduces Exploratory Modeling and Analysis based NCOSEA Framework, this framework is to be considered as a guide framework to NCOSEA.
