On the Exploration of Motivation on the Changes of Governmental Information Opening

China's governmental information opening is in the changing of information opening system or governmental affairs system.Through this process,we can find the motivations.There are many motivations such as legal construction in politics,reform demands in administrative system,introducing foreign investment and entry into WTO in economy,the subjective consciousness of citizenship in culture,popularity in political culture and so on.
