Solution for three-tiered distributed application is hot issue in soft design. And web service has been the most popular technology in the development of current distributed applications.Having analyzed the cross-language,cross-platform,cross-system and the high-reuse benefit of the solution of the distributed application based on web service in.NET framework environment, made use of web service technology and in combination of the ActiveX Connector and ArcXML language of ArcIMS along with ASP.NET technology, we design and implement the monitoring system of the mobile targets based on WebGIS.This paper depicts the system architecture, discusses web service technology and how the ASP.NET Services work in detail. And lastly, the realization of Web Services technology in the system is discussed through development instance.
