Multistage Decision System with Aftereffect and PGrade Delay System and Optimal Algorithm of (1+P)Grade Transfer

In this paper, PGrade Delay System is presented which is a so called chain classified system model with aftereffect, and the corresponding algorithm is given on the basis of analysis of model characteristics and constructing the concept of duplicate atomic strategy. The model and algorithm are used for river section flood compensation regulation from a reservoir.
