A new low-cost motion estimation algorithms based on improved 3-step block-matching

This paper proposes a new motion estimation method for video format conversion.The algorithm uses improved three- step block-matching (TSS) algorithm,and corrects the motion vector by using zero detection and vector filter.In addition,the hardware implement architecture is based on DDA algorithm.Finally,it is validated by FPGA.
