The command and control system and framework which is based on SOA depend on the grid-network,the thallus can satisfy the requirement about collocating resource timely and in effect,and suffice the requirement in the future hub-campaign,as to it,analyzing the active of cell of battle and evaluate the target damage became to be the key of the research of C2.At first,the evaluation system is analyzed.The model of evaluation is build.The method and content of the Target Damage Evaluation is investigated,the command and control are completed to the activity of the cell of battle.The mission achieve completely is ensured.
