On Rational Basis and Irrational Overcome of Material Evidence Technology——From the Perspective of Material Evidence Information Control Theory in Reconnaissance at Criminal Scene of Public Security Organization

The continual development of material evidence technology should be based on reviewing its rational elements and overcoming its irrational elements. The three compositions of material evidence technology's rationality are the transformation of the mode of testimonial,the development of basic theories and the application of basic theories to actual practice,which are foundations of Material Evidence Information Control Theory( MEICT). This theory( MEICT) can be used in analyzing material evidence technology's irrational elements in reconnaissance at criminal scene—cognitive model,operation program,evaluation mechanism and in providing substantial solutions to overcome them.
