Study on counter-measures and security system for dam breach

On the basis of the analysis on the successful cases of avoiding the casualties during dam breach happened in recent years,the counter-measures for dam breach are analyzed herein;in which the counter-measures can be functionally divided into preventative measures,control measures and restorative measures;and then the relevant status and legal basis are also summarized along with the discussion made on the content,development trend and the necessary routine work of both the counter-measures and the emergency security system.Furthermore,the related suggestions and tactics on the levels of management,technique and cognition are proposed as well,which have some reference values for the safety management of dam concerned.
