It's a complex task to evaluate the combat capability of Engineer Regiment, because it is a comprehensive index, contains a variety of technical factors and uncertainties. In this paper,an evaluating system consisting of more than 20 categories of indexes, such as indexes of organization and command capabilities, indexes of rapid-reaction capability, indexes of engineering support capacities, indexes of field survival, indexes of cooperative engagement capability, and indexes of comprehensive support capacity,is established. Then a comprehensive evaluating model based on grey theory and fuzzy Mathematics is presented. Finally a case study is given with the data provided by experts, commanders and staff. The study of the case shows that the result of the given model is accordance with the facts.
