Considering the characteristics of water resources management , the basic framework, main function and compositive parts of Qindao city Water resources information management and decision - making support system based on GIS(QDWRGIS-DSS) are put forward; General frameworks with 3 layers of decision support system and serial models are designed. The system designing aims at realization of water resources optimizing collocation, which might offer a digital management flat for the water resources management of QingDao city so as to improve the quick ability of meeting an emergency and acquire decision - making moving forward along with time. The system has the function of artificial intelligence so that the manager can consider logically in the process of decision - making. The veracity of prediction and reliability can also be upgraded.
