A Tenative Probe into the Typical Use of Binomial Distribution from the Phenomenon of "the Sum Value 14"

This paper analyzes that cause of phenomenon of the Sum Value 14 is use of binomial distribution by lottery ticket buyers but in fact function of probability in number lottery is not evident.It also points out that binomial distribution is widely used in many other fields, for example,it is typically used in human recourses management and risk management.
