Establish the Penalty Execution System of Taking Parole as the Main and Commutation as the Subsidiary

In prison work,when we implement the policy of tempering justice with mercy,we should explore a penalty execution system of taking parole as the main and commutation as the subsidiary.According to criminals' age,sex,subjective malignant,dangerousness,we determine different parole time limitation and test period,lower commutation range,decrease the frequency of reporting to commutation.Through system creation,we realize the maximization of penalty efficiency.
