Data planning based on steady information structure

This paper analyzed the large-scale aborted phenomena of the information system,which was mainly caused by planning.The current popular planning methods request the stability in the information process,but this request is hard to attain in a lot of situations.Therefore,this paper puts forward a planning based on steady information structure.According to the data stability principle put forward by James Martin,the stable information structure is widespread existence,as a result,this kind of method is of extensive applicability.
