This paper introduces the research and design of an on-web invite public bid system, analyzes key technique of Struts+Spring+Ibatis and the dependent relationship of them.In view of the current on-web invite public bid system has still been at the experimental stage, the function would be improved increasingly. Therefore needs an expandable and maintainable frame to realize the system. The paper sums up the main function of the system,at the same time provides the solutions to the security requirement of the system, designs a framework, which using Struts as view layer, using Spring as business layer, using Ibatis as persistence layer for the system. At last, the future direction of the system is outlined.
