In ground-to-air missile weapon system simulation, perfectness ratio of guidance radar may effect the description to combat effectiveness of the whole system. The illuminator guidance radar is a complex weapon system, because of various adverse factors, which may result in many types of failures and bring the safety risks to the personnel and equipments.Based on the analysis of current failures’ recording information,it can be out that different failures may bring about various damages, engendering many uncertain factors.Analyzing the damages decision making to the radar by applying PMADM,setting up the index to judge the damage quality, picking up trapezoidal fuzzy judgment matrices as weight and applying the TOPSIS way, giving the different damages a taxis the according to the relative nearness degree of ideal solution, may support the detailed model of ground-to-air weapon system in air defense simulation, support decision making to reduce or avoid the failure damages, and optimize the equipment.
