Control Mechanisms and Efficiency Evaluation of the Network Opinion about Emergency Events

Network opinions in emergencies can provide references for the administrative decision makers and at the same time may cause the risk of triggering social problems.Without proper guidance,it will generate great threat to the social public security.This paper studies the management and control mechanism of the Internet opinions under emergencies.In order to solve the problem of task assignment among the management departments of the same level,a control model of the network opinion of emergency events based on load balancing is proposed.The paper explores a solution method using the particle swarm optimization algorithm.The results can provide further theoretical support for government in the control of Internet public opinion under emergency situation.Its advantage can be amplified especially under the situation of large quantities of negative network opinions arising after some emergencies take place
