This paper first analyzes the evaluation index of antiaircraft C 3I system, introduces the features of the utility function and its feasibility to evaluate effectiveness for antiaircraft C 3I system. Then it discusses the index system1/4JP21/2 for effectiveness evaluation, the effect of the index, type of utility functions and calcuation of index utility value. It also presents a model and implementation steps which are based on MADM.Finally, the paper proves the exactitude and practicability of the method with an example. 1/4JP1/2
