The design of a parallel programming environment, called IPPE, which can harmonize the immense computational resource available in the Internet is presented and described. IPPE provides extensions to the Java programming environment (through a parallel class library) and the Java runtime system that allow programmers to develop new Java applications with parallelism in mind. IPPE environment is ease of use and platform independent, which is strongly supported by the Java byte-code and object serialization technology. IPPE environment is also load balance and fault-tolerance, which is strongly supported by a volunteer computing capability based scheduling algorithm and the subtask level fault tolerance policy. The results obtained from performance analysis show that certain kinds of parallel applications can benefit a lot from IPPE.
