Considerations of organizational design for GIS applications

Based on the theoreticaldiscussions on the relationships between GIS,organizational management and organizational changes,it is argued to introduce the organizational design in GIS project planning.The system analyst should think carefully about the organiza-tional mission,objectives,structure and business management,IT investment strategy and organizational changes,and information process reengineering.The purposes of the organizational design are to improve the organizational environment for GIS implementation,application and technical diffusion,and to improve the organizational efficiency,effectiveness and competitive advantage.It is suggested that the organizational design in GIS strategic planning consists of,but does not limit to,the organizationalstructure and human resource planning,information maintenance and sharing design,information reengineering design,project governance policy,and project im-plementation team design.
