Study on Scientific and Technological Talent Development Efficiency and Its Influencing Factors in China's Different Areas: An Empirical Analysis of Panel Data of Provinces in China

From the perspective of the development environment of scientific and technological talent,this paper analyzes the impact of environmental factors in all Chinese regions on the development efficiency of scientific and technological talent.Using DEA method to get the development efficiency of scientific and technological talent in 30 provinces and municipalities in China,then this study sets these values of efficiency as the dependent variable,and environmental factors as independent variables to establish a Tobit model conduct research.The research results show that development efficiency of scientific and technological talent in central and western areas is higher than that of eastern area;per-capita GDP,scientific and technologic type human resources,industry intensity and corporate economics of scale is a major environmental factor affecting efficiency value;and high-tech business incubator and construction of science park is an effective path to upgrade the efficiency value of science and technology talent development.
