United Nations Platform for Space-based Information for Disaster Management and Emergency Response-(SPIDER)

Various disasters cause tremendous damages to people's lives and property around the world every year. How to access and use the space-based information and services for disaster management and emergency response effectively is highly regarded by science community and disaster management organization. Committee on the Peaceful Uses of Outer Space (UNCOPUOS) aims to establish a mechanism to provide necessary means to optimize the access to and use of current and future space-based information and services for disaster management and emergency response. Through Action Team 7, ad hoc expert group and other experts including China's experts' trial and kind work, the function and implementation framework of SPIDER have been established. We can foresee that SPIDER will play an important role in international disaster management and emergency response, as well as in international disaster reduction cooperation et al. This paper introduces the background of SPIDER program, the key functions of SPIDER, the commission of each SPIDER office, the aims and 2007 work plan of Beijing office.
